Workflows, approval gates, the data model and integration scope are then drawn up and signed off, with a phased plan and costs attached to each phase, so you can approve or defer any part of it. Build follows, then data migration with history intact, then acceptance testing and role-by-role training on your own records. Nothing is a surprise by the time it happens.
